Generic drug makers await RON 1.5bn in pending reimbursement payments in Romania

The Romanian government’s debt to eight leading producers of generic drugs in Romania has climbed to RON 1.5bn (€360m) with the drug reimbursement period closing in on 300 days, according to the Romanian Association of Generic Drug Manufacturers (APMGR). The National Insurance House (CNAS) has not finalized reimbursement payments for 2009 and has not even started paying for drugs distributed in 2010 under medical prescriptions. Based on estimates, the total debt of the public health system for drug reimbursement will amount to RON 3bn (€706.4m) in 2010. According to APMGR, drug manufacturers have insufficient working capital to continue production.
Generic drugs hold 25% share of Romanian pharmaceutical market in value and 62% in volume. APMGR is created by eight leading producers that have a combined 60% share in Romania's domestic drug production, including Antibiotice Iasi, Actavis, Biofarm, Gedeon Richter, Labormed, Sandoz, Terapia Ranbaxy and Zentiva.
