Dovera files a court appeal against fine issued by UDZS

Dovera, a Slovak private obligatory health insurance fund, has appealed to the court against the decision of the country’s Healthcare Surveillance Authority (UDZS), which penalised the company with a €0.1m fine. The SME daily reported that, despite the appeal, the fine was already paid by the company.
The fine was issued in April 2009 because Dovera failed to timely provide the UDZS with reports confirming its solvency, including a balance sheet and profit and loss statements, for the first two months of 2009. At first, Dovera was fined €0.16m; however, after its first appeal to UDZS, the fine was reduced. When issuing the penalty, the UDZS also ordered the company to prepare a restructuring plan to deal with the solvency problems, but this was later annulled.
Dovera is currently the largest privately owned company operating on the Slovak obligatory health insurance market. In January 2010 it merged with another obligatory health insurance fund, Apollo. Currently, the company provides services to 1.4 million Slovak customers.
