At the beginning of 2010, the amount owed by the Romanian Health Ministry to pharmacies for drug reimbursement reached RON 2bn (€473m), according to Clara Popescu, the vice-president of the Romanian Pharmacists Association, interviewed by Realitatea FM. Pharmacies have not been paid since June 2009, and this has led to the insolvency and closure of many of them. The Association expects the debt to be paid from the 2010 health budget as promised.
In September 2009 the deterioration in economic conditions in Romania forced the Health Ministry to approve the extension of the refund period for reimbursed drugs from 90 days to 180, and this caused an accumulation of budget funds owed to the pharmacies. However, the situation pertaining to health payments in Romania remains unclear even after the 180 day period.
